Working form the little info you provided: It looks to me that you have clock or something else running at 11 MHz. The best approach is to try designing that circuit such to supress the unintentional noise. E.g. try filtering local power supply, pay attention to the routing of the critical signals. Separate the power supply circuitry from the rest of the circuitry (layout and filter). Filtering the power supply input is also possible to some extent, but it may not be very efficent - as you have seen, especially in your application in which, judging by the power supply you use, cost is an issue.
