Clearly, your experiments show that the cable is responsible. The unshielded cable is not radiating significantly in the FAC (or any signals it produces are not being picked up by the receiving antenna), but it is radiating on the OATS. As to why that is, far more detail would be required of the physical arrangements in order to do more than guess. For example, the cable might be straight on the OATS but bundled in the FAC. The common-mode impedance might be different in the two environments. You could do a lot more tests to try to find out the fundamental reason.
