Look at the client section of the UL web site.
 
There is no such thing as a "CE" FUS audit. If you apply the CE mark based on 
certification from an NCB, and you also apply the NCB's mark, then they will 
supply the FUS factory audit requirements.
 
The FCC does not currently audit factories.
 
Typically, FUS factory audits verify that the materials being used conform to 
the CB report, CDF, whatever; that safety-critical tests are properly 
performed; and that equipment being used to perform safety-related production 
tests has traceable calibration. Of course, this assumes that the company 
already has established a relationship with the NCB/NRTL agency and passed the 
initial QA audit.
