The intentional radiator is doing what it is supposed to do. The dc line should either be shielded, or filtering installed between the power supply and the ac mains. This assumes that the intentional radiator is not radiating directly onto the ac mains, in which case there is not much anyone can do. Given that the purpose of controlling conducted emissions is to protect radio receiver reception, and you are intentionally broadcasting , it is not obvious to me that conducted control at the transmit frequency is terribly useful.

That intentional radiator operates at 13.56 MHz. The field @ 13.56 MHz emanated by the integral antenna of that intentionally radiating device is getting coupled with the d.c power line of our device. This coupling injects conducted emission noise into the power supply which supplies power to our device. The power supply is a part of a control panel, which draws power from the a.c. mains. Ultimately the noise is getting injected into the a.c. mains. Who is responsibled for this and who should make the preventive measures to overcome this issue? Control panel manufacturer ?
