Not in the text of Part 15B they didn't. In fact they forgot to make ANY mention of the average detector for conducted emissions. It took me 3 e-mail exchanges with their help desk just to verify that the approach we are supposed to use is to pass the QP limits with the QP (or peak) detector and to pass the Avg limits with an Avg detector, as in CISPR testing.
