I hope this will help the "NSA" issue (NSA here means Normalized SITE
Attenuation and not National Security Agency ?!) .


I suggest you follow for technical NSA site requirements:

American National Standard for
Methods of Measurement of Radio-
Noise Emissions from Low-Voltage
Electrical and Electronic Equipment
in the Range of 9 kHz to 40 GHz

You find a link to ANSI on e.g. www.euro-emc-service.de under Links  and
then Standards.

VNA (Vector Network Analyzer) offer nice gating features if a time domain
option is build in. This may give a better understanding of problem
areas/locations with site reflections/imperfections and deviations from NSA
(Normalized Site Attenuation) limits. With time domain measurements you
learn about the local "area" by propagation time (light foot) analysis of
the TX/RX signals.

The NSA is a bit tight about handing out procedures detailing TEMPEST or
COMSEC testing. You should go back to your contracting officer for guidance.
If you want, I can put you in touch with a Navy TEMPEST contact who does
field testing and could provide you with more authoritative advice.
