In general, EMC testing for component power supply outputs has no meaning
outside of the end-use application. 

If your customer has a noise spec (e.g., peak/rms ripple), then the customer
should specify the test conditions and equipment layout.

Typically, the end-use installation will have to comply with the requirements
of CISR 16, 11, 22, and/or 24; and/or IEC 60601-1-2 if medical apparatus.
