Eric,

You need to distinguish between where Basic Insulation is required (e.g. 
between a TNV-2 Circuit part and an SELV Circuit part that is not protectively 
earthed) and Functional/Basic Insulation (e.g. between the +ve and -ve supply 
rails).

Basic Insulation is used to provide protection from electric shock, so there is 
no reduction in spacing requirements based on the flammability characteristics 
of the pcb.  On the other hand, it is permissible to use reduced spacings for 
Functional Insulation providing that a short does not result in a hazard 
(examples being overheating or a fire).

I know that IEC 60950-1 is a very large standard and so it can be daunting.  
However, there are far more devils than the one you mentioned in the minutia of 
its details: just a cautionary remark from someone who’s been involved with 
designing products to this standard and its predecessors for many years.
