Any frequency domain test is performed in the frequency domain because it
protects a frequency domain victim.  If you have tunable victims (i.e.,
radios) below 30 MHz, then you need to make measurements to protect them.
In the commercial world, conducted emission requirements from 150 kHz - 30
MHz suffice to protect radios that operate there.  if you happened to have a
radio connected to a whip-type antenna operating 0.15-30 MHz, the
MIL-STD-461 RE102 limit protects that radio in that band.  If you have
radios that reach lower still, such as sub-150 kHz LORAN receivers, or Navy
VLF receivers operating between 14-30 kHz, then both RE102 (whip-type
antenna - electric field coupling) and RE101 (magnetic coupling) can be used
to characterize emissions that might cause rfi.
