My recollection is that, many years ago, HP
invented this mark for their Test and
Measurement equipment because they had no
space for the "rakes" below the horizontal
line:

The meaning was the same: the terminal is
connected to the chassis and accessible
metal parts.
HP did attempt to get the symbol into the
international symbol standard, IEC 479. And,
according to Doug Powell's message, I guess
they were successful.
(I was not with HP at the time, although I
was well-acquainted with their safety folks,
and we worked together on safety standards
committees.)
