Hi Ian, IEC standards does not have a "date of cessation of presumption of conformity of superseded standards". The term "date of cessation of presumption of conformity of superseded standards" applies only to Cenelec standards which are harmonized, i.e. used for "CE" marking.
Basic standards as the EN 61000-4 series do have a "dow", "Date of withdrawal". Usually this date is the date of IEC publication + 36 months. The IEC 61000-4-11 was published in March, so I assume the "dow" will be 2007-03-01. If the "harmonized" standard which you are using have a reference to a undated version of EN 61000-4-11 you shall use the new version from the "dow" and you may use the new version from "dop", "date of publication".
