No.  DENAN also covers EMC.

There are technical requirements specific to DENAN, but the Law
also permit to use standards harmonised with international standards
for most products which have relevant international standards.

For products covered by CISPR 14, a standard called J55014
(modified version of CISPR 14:1993/A1:1996) would be applicable.
The standard has number of deviations and is not fully identical
with CISPR 14, but I think products complies with CISPR 14 would
usually complies with J55014, too.
