I am not aware of any reguulations limiting the use of tantalum caps. Tantalum
caps have an advantage in that you can get high capaciatnce in a very small
space, but my experience with tantalum caps is that they have this nasty
characteristic of going short when subjected to transient voltages. In the
early 80's tantalum caps were used as decoupling caps on a Data General
minicomputer. after a power surge, I had one unit catch fire because a couple
of caps shorted out the power rails. Later devices were made with an internal
fusible link because of this problem. I have not looked at them recently, but
I suggest you take the potential fire hazard into consideration in your
design, and if possible avoid them.

Is there any safety regulation in EU that prevents usage of tantalum
capacitors in the devices that are meant for home / office environment? I
heard that tantalum capacitors are hazardous, is it so? If so in what way?
