Apart from FCC considerations, this should be dealt with in CISPR22/EN 55022 and CISPR 24/EN 55024. It applies to any external power source, not only USB hubs. I've not seen a Class A switch-mode wall-wart or in- line power supply, but I expect they exist. I will refer the matter to the UK committee that deals with these standards, and I suggest that other people do the same in their countries. My suggestion is to say, 'This product complies with FCC Class B requirements when used with a USB hub that complies with those requirements.'
