The document to be established is called "technical documentation" in the Directive, and audit by a notified body is not required regardless harmonised standards are applied in full or not. However, I think it could be quite difficult to demonstrate the comformity to the essential requirements of the Directive, when there is an applicable standard but without applying the standard.
