The procedure to be followed is the Internal Production Control
as described in Annex IV of the Directive.
The document to be established is called "technical documentation"
in the Directive, and audit by a notified body is not required
regardless harmonised standards are applied in full or not.

However, I think it could be quite difficult to demonstrate the
comformity to the essential requirements of the Directive, when
there is an applicable standard but without applying the standard.
