If an end-user or contractor selects items of equipment from a range sold individually, whether of the same manufacture or various, for use at a particular place, that is an 'installation' and in Europe the only requirement is that it does not actually cause interference or be abnormally lacking in immunity (Article 4 of the Directive). But if a manufacturer sells two or more units together as a single item of commerce, that is a 'system' and clearly the manufacturer can test it as a whole, so he is required to do so.
