My understanding is that it is the producer placing it on the market. Not the manufacturer of the power supply but whoever is placing it on the market and whatever you are bundling the PS/adapter with. They want a responsible entity in country. If company A made widgets and supplied or bundled an adapter/power supply from company B with the widget. Then the supplier would be the company who manufactures the widget which is Company A.
