The subject line says cheap probe and that is easy to do, and cheap to buy (a whole set brand new for $700). But the text says antenna. A set of tunable dipoles would be relaitively simple to build, but very time-consuming and/or expensive to calibrate. If I really wanted cheap antennas, I would get on ebay and buy a set of old dipoles. The antenna factors are largely public domain. They aren't calibrated, but a visual inspection/continuity check will reveal any problems. If they checkout good, they are likely within a dB of manufacturer's specs, in my experience.
