Allen,

Your best approach would be to contact the FDA either directly or via an FDA
consultant and get a ruling from them. They will want to know precisely what
the intended function of the product is, and what 'labelling' you will use,
including advertising material. If appropriate, they may even give you
guidance on how to word your 'labelling' so that the product would not be
considered a medical device.

By the way, even if it's not considered a medical device, hospital
electrical codes may require it to comply with IEC 60601-1, due to its
proximity to the patient.
