This page gives only the way Warrington Trading Standards interpret the
relevant Statutory Instrument.

The regulations do not create nonsensical situations. The type of
product you mention is permitted, provided of course it is safe. Whether
the UK plug must actually be attached to the cable connector at the
point of sale is a grey area. It seems to me that such a requirement
would be oppressive.

You need to look at the Plugs and Sockets (Safety Regulations) 1994 by
going to http://www.dti.gov.uk/strd/links.html#copreg

and following the links to the Stationery Office web site where you can
download for free. I think you need to look at item 6 of Schedule 1
'Excluded devices'.
