Based on my personal experience with IC.
I filed over a few hundred applications to IC over the past years.
Some years back IC removed this condition and accepted US repair locations.
Some IC approved test houses did provide a list of names of
individuals/companies to help their customers.
All that was required was a name and canadian location phone number.
Some Vendors charged $50-100 per month to provide this service and shipped
back all bad units to manufacturer at manufacturer expense.
I suggest you call IC and check with them if this method is still accepted.
