Scott, You will need to ask your PCB / PWB vendor for a COC stating they are compliant to the RoHS directive. Particular concerns with FR4 material would be brominated flame-retardants used to obtain the 94-V0 flame rating. Brominated flame-retardants are banned under this directive.
