I had a similar problem a few years ago with one of our customers in Europe.
We had a Wafer Processing Track that had an external power supply. The power
supplies was purchased separate through our company from one of our vendors
but did not meet the 4KV surge requirements the end customer needed. It was
going to cost us a lot of time and money to replace the power supplies with a
new ones ( The Power Supply vendor would not take the power supplies back) and
there were stiff penalties in our contract for not having the Tracks up and
running by a specific date. 
 
To avoid the contractual penalties of installing the HW late and having to buy
new power supplies and scrap the original ones, we found a surge protector /
power strip that had protection up to 4KV and simply plugged the external
power supply into it. The cost of the Surge protectors were minimal when
comparing them to a new power supply. We had to put some documentation
together in our manual showing that it was part of the HW system but other
than that it was painless. This may work for you in lieu of replacing the
power supply.

Hi Amund:

I believe the relevant specification is Resolution 237, dated November 9,
2000.  This document specifies the EMC requirements for telecom equipment in
Brazil.  The standard references and draws upon several IEC, CISPR, and ITU
standards, including IEC 61000-4-5 (1995).  However, the impairment levels
used for some of the tests differ from those used in Europe.

It appears that the surge tests for the AC mains port are either 1 KV or 2 KV,
depending on where the equipment is used.

FYI, the radiated and conducted immunity levels are higher in some cases than
those called out in EN 55024.

Also, Brazil has a difficult immunity test for 60 Hz power induction.  Twisted
pair telecom po! rts must withstand the application of 600 VRMS through 600
ohms for one second.  This particular test appears to have been drawn from the
2000 editions of ITU K.20 and K.21.  To my knowledge, no other country imposes
a requirement like this (aside from Telcordia GR-1089 in the USA, but that is
not a regulatory requirement).
