I have a question regarding wireless products requirements in France. Even though France follows the EU Directive 1999/5EC and R&TTE Directive, it seems that they have additional restrictions relating to power output and frequency of operation indoor as compared to outdoor in the 2.4 GHz band for wireless products. The power output indoors is allowed a maximum of 100 mW (20dBm) EIRP in the frequency range of 2400 to 2483.5 MHz, whereas outdoors they spec 100 mW (20dBm) in the range of 2400 to 2454 MHz and only 10 mW (10dBm) EIRP in the range of 2454 to 2483.5 MHz. My questions are: What defines indoors or outdoors? Does indoors stop at the walls? (We know that RF goes beyond the walls). If a wireless indoor phone can operate in the frequency range of 2400 to 2483.5 MHz at up to 100 mW, do I have to put a statement in the user manual that the product is for indoor use only, or, do I have to notify some agency that the indoor product is capable of 100 mW in the frequency range of 2454 to 2483.5 MHz?
