At one place I worked, we installed a galvanized hardware-cloth ground
plane over asphalt, and covered it with a liquid acrylic. However, when the
hardware cloth strips were soldered together the ground plane bowed and
rippled, so that instead of requiring one application of acrylic, it needed
five. This did not prevent us from meeting the site attenuation
requirements.
