Mat,
  We regularly sell into Philippines but make commercial products - not
consumer products.  

For our purposes, radio device approvals are the only requirements we have had
to meet.  (our CB scheme safety reports/certificate may also be used but if
so, it's transparent to me and we don't receive any type of Safety-related
official document from the Philippines).

Our ODM's use some APAC based certification services with good results.  I'll
send contact info off-list.  They could probably provide guidance for your
type of product.
