I agree. However, by that same logic if the measurement is *under* the spec but inside the measurement uncertainty band, the test lab is unable to definitively pass it. But, you did not say that, you said they could not fail it. As I said, "Nobody questions passing data!!!" :-) All this talk makes me wonder if our jobs are to see if we can pass it, or see if we can fail it. In my position, I would much rather be confident that something I passed should pass at any good lab.
