There never was any specified time, either min or max, between the 2/20 surges
on the power line.  
Most surge equipment needs some time to re-charge the capacitors before being
discharges.  This 
may take up to a minute before the next surge can be applied.  Thus, anything
between 30 seconds 
to a minute or so should be acceptable.  
 
By the way.  The proper reference should be to the TIA-968-A rather than 47CFR
Part 68.  Note that 
there are three admendments to this document. 
 
While we are on the subject, does anyone thing that there should be a
specified time between 
the surges (or a min/max value)?

Reviewing FCC Part 68 (10-1-98 Edition) and Bellcore GR-1089 (Issue 2, 1997),
I am not able to identify any specific requirements for the time between
pulses of the 2.5 kV, 2/10 us surge test.  Were there any requirements on time
between surge applications?
