Probably not telling you anything you don't know, but Pax River comes to mind.
 Army Aviation here in Huntsville is building towards a similar capability. 
These levels are usually considered EMV rather than EMI testing and are done
outdoors or in anechoic chamber at the platform level of integration.  Just a
wag on this next thought, but a lab that has a 200 V/m capability in an
anechoic or open area site might well be able to achieve 20,000 V/m (40 dB
boost) inside a reverberation chamber in the microwave bands.  That would be a
Mike Hatfield question - Dahlgren, I believe.
