This issue did cause trouble at a former employer.  During audit, we noted
a 350 MHz emission more than 20 dB higher than before (and well over the
radiated limit.)  Probing showed it came from the processor board.  CLOSE
probing showed it was coming from a ring of copper thieving added without
notice around the board edge. Cutting this into a number of smaller
segments eliminated the problem, and subsequent processor boards were made
that way.  I don't know if the board fabricator paid for the rejected
boards.
