I have seen a statement that energy suppliers are "required to meet new 
reduction targets under the new Energy Efficiency Commitment or face 
fines of up to 10 per cent of turnover".

This appears to put responsibility for energy efficiency on the utility 
as opposed to the consumer.

Can anyone provide chapter and verse for this?  Is it a European 
directive or draft, for example?
