Strictly, yes, in most cases there is an alternative route to show
compliance with a Directive without applying a relevant standard. But,
in the case of the standard EN 50366 and other similar standards that
are in the pipeline, it seems extremely unlikely that a convincing case
for compliance could be made without applying the standard. Is anyone
thinking of trying?
Similarly, you COULD try to prove compliance with the LVD without
applying EN 60065, EN 600335-2-X or EN 60950-1, among others, whichever
is relevant to your product. But I think it would be so exceedingly
difficult that **for all practical purposes** conformity to the relevant
standard IS mandatory.
It would be very interesting to hear of any cases where compliance has
been demonstrated without applying the relevant standard.
For EMC, the situation is not so certain; it may be possible to
demonstrate compliance with the EMCD without applying relevant
standards. But it is still very difficult.
