As you already mentioned VCCI is voluntary but it is a Japanese custom to have it. As long as the level stays below 20mW no EM field exposure requirements have to be met. I understand the following are required: Radio - Telec Type Certification Safety - these products are not "Specific Electrical Appliances" nor "Electrical Appliances other than the Specific Electrical Appliances" as defined in Electrical Appliance and Material Safety Law ("DENAN") therefore no Japanese safety approval is required. The products will however be compliant with IEC60950. EMC - my client's major customer has not specifed VCCI approval - as its "voluntary" is it required by customs for example?
