John, Regarding the R&TTE Directive 1999/5/EC, television transmitters are not excluded in Annex I (TV receivers are), and you are in the Scope and aim [Article 1)(2)] by virtue of the following definition: Article 2(c) 'radio equipment' means a product, or relevant component thereof, capable of communication by means of the emission an/or reception of radio waves utilising the spectrum allocated to terrestrial/space radiocommunication. So, I believe the answer to your first question is "Yes". Regarding the harmonized standards, this one is on the list: " EN 301 489-14 V1.2.1 (ETSI)
Electromagnetic compatibility and Radio spectrum Matters (ERM); ElectroMagnetic Compatibility (EMC) standard for radio equipment and services; Part 14: Specific conditions for analogue and digital terrestrial TV broadcasting service transmitters" Regarding the LVD component, good luck! You can use EN 60215 for starters, but there isn't a whole lot there. You might have to refer to EN 60950-1 (which has conditions for equipement used by service persons) or EN 60065. The scope of EN 60065, intended primarily for household and similar apparatus, says the following concerning "PROFESSIONAL APPARATUS": "1.1.1 This International Safety Standard applies to electronic apparatus designed to be fed from the MAINS, from a SUPPLY APPARATUS, from batteries or >from REMOTE POWER FEEDING and intended for reception, generation, recording or reproduction respectively of audio, video and associated signals. It also applies to apparatus designed to be used exclusively in combination with the above-mentioned apparatus. "This standard primarily concerns apparatus intended for household and similar general use but which may also be used in places of public assembly such as schools, theatres, places of worship and the workplace. PROFESSIONAL APPARATUS intended for use as described above is also covered unless falling specifically within the scope of other standards." It looks like your normal EMC directive harmonized standards apply.
