Dear Bob,
 
It´s a well known problem as you can see from other replies, however you
might get it to work using a driver called PortTalk i have  used this driver
previously to gain access to the I/O.
 
The driver can be found at:
http://www.beyondlogic.org/porttalk/porttalk.htm
 
Look for the explanation of allowio program which grants specified port
addresses access.
