You don't say what frequency you are operating at. ETSI EN302208 is the more appropriate standard for RFID radio parameters in the 865 - 867 MHz band. (If you don't have a copy, ETSI makes their standards available for free from their web site.) It's a 2 step process -- harmonize the standard and harmonize the frequency band. This process isn't complete yet. Most countries at this point do not recognize the frequency band. This may be contributing to a requirement for a "clearance certificate".
Or it could be a customs issue totally unrelated to placing on the market/placing into service. Per the New Approach directives, you should be able to place the product on the market if the product has the necessary declaration of conformity and put into service if notification has been executed in the event of non-harmonized spectrum. But you probably knew all of this already...
