For Europe, conformity with the EMC Directive is required if and only if the product is sold to the public (but testing is not actually compulsory). If it is strictly OEM, then it may be that the OEM customers demand compliance even though, as you say, CE + CE != CE, and it is required that the complete marketed product that contains the power supply meets the Essential Requirements of the Directive. -- Regards, John Woodgate, OOO - Own Opinions Only.
