CISPR standards, like all IEC standards, don't 'come into force' at all. 
And since it is a Basic Standard in its European guise as EN 55016-4, it 
doesn't 'come into force' in Europe. What 'come into force' are product 
standards that refer to it and have been 'notified' in the Official 
Journal.
