All In the UK most or all reference libraries have access to all BSI standards and will allow you to copy extracts from them. Furthermore when the BSI issue amendments to existing standards I have found the current practice is to send a complete copy of the standard including any amendments. These services are "free of charge" but obviously we have paid for them somewhere along the line!
