Hypothetically, defining every expense as a "cost of doing business" allows
you to avoid worrying about the subtleties of paying bribes or hit-men. <g>

You should expect to pay for your tools, since you can buy whatever quality
and quantity you desire. But the rules, being equally applied to, and required
of, everyone, should be free.

Now, if the cost of documents truly was "nominal", then this would be a very
petty thing to argue about. But documents typically cost >USA$100, and that's
not "nominal." Especially when you need to have a set of related documents.
Then you start to think about how the cost to create a document was near zero
(thousands of volunteered man-hours), and electronic distribution is also
quite cheap. So the bulk of the payment goes into the regulatory agency's
overhead; not a cheerful thought when you consider the lack of competition and
the general style of the agencies. (As an example, I think that the IEEE could
save a bundle by selling their Piscataway palace and re-locating to, say,
Nebraska.)
