Total harmonization with CISPR 22 has not occurred.  Limits, yes (up to 1
GHz), at least you can use the CISPR 22 radiated emissions limits in lieu of
the FCC limits.  Test methods, no.  Still have to use ANSI C63.4-2003.  So,
you still have to have ANSI C63.4-2003 to test to the FCC Rules.

At one time, as I am sure Ed recalls, the FCC issued their own test
procedures, and I remember getting these free of charge.  Since the FCC
started using other standards, first ANSI C63.4 in lieu of MP-3/4, these
borrowed standards came with whatever baggage their originating organization
chose to attach.  Now harmonization is with CISPR 22 both limits and test
methods (I believe) and you don't go to the FCC at all to get your standards.

I don't understand how the USA DoD makes their standards freely available, yet
the FCC Regulations are partially dependent on proprietary IEC or IEEE
standards.
