What is the problem, as you see it? I am particularly concerned about 
SME issues, being an SME myself. I know everybody can't be on many 
committees, as I am.

Almost entirely. There is a DTI scheme that allows a committee to hire a 
consultant to write a draft.

But BSI is paid for, half by industry directly and half from taxes. It 
would be an economic pretzel for BSI to pay industry for the standards 
work.
