61326 is being split up into a General Part 1 and many sections of a 
Part 2. This has only just happened (2005-12) so it won't be reflected

It's a mistake, almost certainly. The third amendment wasn't published 
as such but automatically resulted in a new edition, which appears to 
have been IEC 61326-1 Ed.2.

Note that if CENELEC had unilaterally introduced a third amendment, it 
would have been numbered A13.

Well, 61326-1 is even later than 61326 ed.2, so it would include or 
supersede any part of A3 that it covers. But the subject of A3 MAY not 
be in the text of 61326-1 at all but in one of the sections of Part 2.
