You are asking the wrong business question.
Whether or not it is mandatory to serialize production it is not
very wise not to be able to identify units that you have sold along the
timeline of production.
The key issue is to be able to recall the smallest number of units if
something is wrong with them. If not serialized, you will have to replace
everyone that is returned to you, whether it is a good or bad model.
How will you (your company) minimize the cost of rework/recall if you can’t
easily identify the faulty units?
