You may be correct if the frequencies being utilized are in the 1910 - 1930
MHz and 2390 - 2400 MHZ bands (Subpart D bands).

I am pretty sure that DECT in FCC regulations fits best into FCC 15 Subpart
D as an Unlicensed PCS device.
