Bill, I'll try to answer your questions in order:
1. Yes, for the CE marking under the Machinery Directive. You can easily be in the situation where you have to apply a CE mark (and issue a DofC) under the LVD and EMC directive, but only a DofI (and no CE mark) for the Machinery Directive. 2. Not sure exactly what you mean here, but then neither is the current Directive. What you are supposed to do is to apply all of the requirements which you can apply, (i.e. do an assessment against standards and the EHSRs) and provide documentation to the end user so they know what has been missed out in this process when they come to CE mark the completed machine. However, the current Machinery Directive does not make this clear, so lots of people use the DofI as an excuse for not doing anything. It's worth looking at the new Machinery Directive (e-mail me and I'll send you a copy) which describes this process much more clearly. 3. No, none of the other CE marking directives provide for a DofI. 4.
