Why not use frequency selective sheet absorber? I know it's made for radar, and you may be able to get a custom build for the GPS bands. Plessey used to make this, but I can't help with other names, unfortunately. There've been a number of papers on frequency selective surfaces in recent years, and it may be you can get an updated absorber design that is transparent to other bands, and just hang it on the existing cones.
