I can't answer your question but it is the 5th for an unintentional
radiator and the 10th for an intentional radiator.

PM measurement
Hi all,
Anyone who tests for FCC compliance knows that there is an upper frequency
requirement that is basedon the highest frequency used. Does anyone know
why (for clocks >1GHz) the FCC picked the 5th harmonic as the limit?
