George, You are unlikely to find much plastic film or tape which passes the this test by itself. The low thermal mass and large surface to volume ration works against it. However it is typical to test it in application (applied to a substrate) and find it passes very well. In most cases you might also find it is considered contributing neglegible fuel to a fire and therefore exempt. Likewise you may find testing the adhesive yourself is the most practical approach.
