Devices with battery backups are not exempt from conducted line measurements for FCC approval. In fact, since the battery back up probably plugs into a wall, conducted emissions would be assumed required.
Another issue exists in that many believe that just because a device is Class A for digital, it is class A for the intentional radiator. This is not true. Intentional radiators operating under 47CFR part 15 have line conducted emissions under 15.207 and not 15.107. 15.207 has only one set of limits and they are the same as the class B limit. The basic rule of thumb to follow in line conducted is that if the device plugs into the AC line mains, or if it gets its power directly form anything that plugs into the AC line mains then conducted emissions is required. The digital portion will also have conducted emissions requirements depending on the environment being class A or class B. Another way to look at it is, if the device only runs off a battery (e.g. a non-rechargeable AA battery) then conducted is obviously not required. Everything else gets conducted emissions. Dear Experts, Recently I have down loaded a test report of an intentional radiator type RFID device from the FCC website. In the report it is mentioned that line conducted emission test is not applicable due to product type. This is a physical access control reader device operating at 13.56 MHz drawing 12 volts D.C. power from a physical access control panel.
